FACTORS INFLUENCING CORRUPTION AMONG IRANIAN PUBLIC SECTORS EMPLOYEES

Abstract

 There is no doubt that corrupted administrative system is not a suitable managerial tool for sustainable development in the path to 2025 Vision. Hence, the purpose of this paper is to recognize factors influencing CORRUPTION among Iranian public sectors employees, and to find and follow appropriate antiCORRUPTION policies and strategies .A literature review and interviews have been used to identify twenty-three key contingency factors, which are influenced CORRUPTION among public sector employees. A survey is administered to 300 employees in Tehran province agencies, by identifying 23 variables as effective variables on financial CORRUPTION through reviewing the background of public sectors conditions and studies related to it and then evaluating the existence of these variables in public sectors using appropriate questionnaire. This research is descriptive and explorative and the data is analyzed using factor analysis. The study only explores the perceptions of employees. The goal of tbis research, regarding the factors of CORRUPTION phenomenon, is to find and present suitable ways to solve or decrease it. In future studies, the model could be used to assess perceptions of a more diverse pool of citizens. Results indicate that lawless, lack of appropriate ACCOUNTABILITY and MONITORING systems, inefficient PERFORMANCE EVALUATION, high BUREAUCRACY, and inefficient HR maintenance are five key factors to address CORRUPTION in the public sector agencies in Iran. As a result, these factors are identifying 67.55% of changeability in financial CORRUPTION variable among employees of public sectors in Iran which is an appropriate model in its own kind.
