Abstract

 Continuous and comprehensive developing &innovating in the organizations is indeed some kind of systematic struggle for finding recent methods and responses to environmental pressures, changes and transformations.Since in dynamic &complicated environment of today, the recurrent reactions for encountering the changes are not efficient, it is necessary to seek new ones against it. In other words, only those types of systems &organizations are able to survive in such an environment, which could be consistently creating new plans to encounter environmental dynamics and pressures. Thus, in this paper, following concepts concerning CREATIVITY, INNOVATION and development, some other subjects such as the experts’ viewpoints, necessity and importance of CREATIVITY and INNOVATION ,the affecting factors increasing CREATIVITY and INNOVATION are defined, also, based on the research literature, a model is recommended, then the extent of CREATIVITY and INNOVATION in the three above offices have been considered.In this study, through correlation and analysis of variance, the relationship between the independent variables (planning, organizational culture, organizational structure and social dimension) with CREATIVITY and INNOVATION in addition to the significant difference dependent variable among the above organizations has been paid attention to, and finally, a general conclusion has been represented.
