Abstract

first experience; The Taliban, which was organized in Pakistan in the second half of the 1990s, came to power due to the internal tensions of jihadist groups in Afghanistan. The second experience is when the political structure of Afghanistan collapsed after two decades as a result of interaction with the US in the Doha Agreement and the betrayal of the republican team led by Ashraf Ghani, and on August 15, 2021, power was handed over to the Taliban. The main question is how to analyze and examine the legitimacy of the emirate in these two periods of time. The hypothesis has been proven that the Taliban is more than any other factor, an ethnic monopolistic element that has always faced sharp ethnic-religious lines, elimination of women's rights, freedom of expression and suppression of civil society in these two periods of time without any intellectual and political change.The research method is a comparative analysis, based on the findings, the legitimacy of the emirate in these two phases using the tool of the intra-group settlement council; Due to the centralized ethnic structure and dealing with the dissatisfaction of the plural and multi-voiced society of Afghanistan, it has been undemocratic and has been criticized.
