Abstract

The purpose of this study is to provide a method of systematic implementation of Article 44 of the Constitution and its references. According to the second chapter of Article 44 focusing on the contribution of different sectors of economic activities, in this study, the privatization model in The Railways of The Islamic Republic of Iran organization (referred to in clauses of 3rd principle of Article 44) is presented based on Fuzzy inference system. In terms of purpose, this study is practical, and it is considered as a descriptive survey research. University professors, specialists, managers, and experts familiar with the field of railway industry formed the statistical community of the research. Ten individuals were selected based on chain-referral or Snowball sampling. The research data was analyzed using fuzzy inference system with the help of MATLAB software. The results indicated that the most preferrable method for privatization in the railways is the management contract with a value of 0.859; moreover, in this method, the cultural and economic factors were evaluated as the most and the least effective elements, respectively. Offering shares to the public with the priority of political and legal factor (0.822) and the contracting method with the priority of informative factor (0.810) were put in the next ranks. In addition, the least favorable one was the method of dividing larger units into smaller ones (0.608). Therefore, it is vital that the managers of railway industry use the best method of privatization based on the terms and conditions of this industry.
