Abstract

This paper wants to surveys WELFARE PATTERN in Iran and world. WELFARE PATTERN is a theoretical framework which is used for survey of SOCIAL POLICY.Welfare pattern almost is special for European and western government and less is used to developing counties. SOCIAL POLICY exists in Iran because of institutional welfare although in Iran there is not welfare state. According to Gough and Wood, institutions like play important role in welfare and this because of weakness of institutional welfare in this countries. Government in the counties like Iran resists in civil society willing. Although according to Messkoub some aspect of SOCIAL POLICY like teaching affect from civil society.
