Abstract

Introduction One of the challenges of the spatial management system of the metropolitan areas is "The weakness coordination between the design and the spatial development plans with the Political fragmentation. " This inconsistency has led to the failure of some plans and programs. Iran's URBAN MANAGEMENT System has been focused on the political-managerial structure compared to large-scale systems and national and regional systems with a linear and one-way relationship which has led it towards of the passive management. Political fragmentation, prevents the adoption of integrated political decisions in the entire metropolitan area. Therefore, the lack of compliance of the local government with the city-regions functional realm can be considered as the main challenge in the governance and management of metropolitan areas. Also, ambiguity in the legal position of responsibility and the manner of the preparation and monitoring on regional plans and the lack of work division between the relevance systems and in other words, "The lack of regional management system and local management-in the absence and impossibility of local government", has led to the parallel movement of systems and responsible institutions which its result has deriven to inconsistencies between the organizations and inefficiencies of plans and projects. The issue of determining the privacy of the capital and other metropolises and its management is one of the most important challenges facing urban managers. According to statistics, the average size of privacy in the world's major capitals is determined usually one to five scale, and in TEHRAN, despite the approval of TEHRAN's comprehensive plan as well as privacy strategic plan and increasing the area of privacy from about 1, 100 square kilometers to around 6, 000 square kilometers, lack of its approval and the legal conflicts which is placed ahead of a new zone action, has led to complexity of its managerial situation. ...
