Abstract

The start of REFORMS in IRAN happened at the same time of needing to modernization of army in the beginning of war between IRAN and Russia (1803-1813 A.D/1218-1228 A.H and 1826-1828 A.D/1241-1243 A.H).The reform in JAPAN was at a result of U.S.A pressure and western countries on JAPAN for reopening its doors to the world. However both countries wanted independence and defended against the western countries, but the result was very different.Some persons, like Abbas Mirza, Qaem Maqam, Amir Kabir, and Sepahsalar tried to make a modern army and an active economy, but they coulden’t.Otherwise, JAPAN after 250 years living in isolation, with the help of some reformist groups, those were intelectual, hard work, responsibility, could after sometime change JAPAN from view point of political, economical, military, sociality to one of the super powers in the world. This research tries to compare the economic REFORMS of IRAN nd JAPAN by a new look.
