Abstract

This paper, first, deals with the theoretical framework for ecological tax. It, then, goes to elaborate on the related tax reform. This reform investigation includes definitions, history, DOUBLE PROFIT gain and experiences in different countries. Based on foreign studies, the ecological and economical behavior out of this reform is investigated. The ecological benefits are clearly observable from the data. The authentic model in the reform of carbon energy tax is along with the compensatory policy of SOCIAL SECURITY PREMIUM reductions and can provide DOUBLE PROFIT.
