Abstract

 Human resources is an organization's STRATEGIC factor and HUMAN RESOURCES STRATEGIC planning is one of the means through systematic analysis of current and future human resource requirements to achieve the goals of the organization. Efficiency, effectiveness and improving performance are of the most goals of the organization and any organization attempts to strengthening of these outputs via the variety of ways. research methods show that the performance of the organizations which use STRATEGIC planning, is more and better than the other organizations. This study examines the relationship between STRATEGIC planning and HUMAN RESOURCES with ORGANIZATIONAL PERFORMANCE in the governorships of the West of Guilan province.cross-correlation method used for collecting statistical Data of this functional study. In this study, 55 governors, deputies, county and counties for administrative and financial authorities were selected as sample.Findings showed that there is a significant relationship between the STRATEGIC planning of HUMAN RESOURCES (including recruitment, supply and actuation of HUMAN RESOURCES strategy and the strategy for the maintenance and education of HUMAN RESOURCES) and ORGANIZATIONAL PERFORMANCE. Therefore, organizations focus on HUMAN RESOURCES STRATEGIC planning, will improve ORGANIZATIONAL PERFORMANCE.
