Abstract

 Since today human resource is the most valuable factor of production and the main creator source of competitive advantage and the important abilities creator in each organization and human factor is considered as an strategic source for organizations, human resource planning is a part of STRATEGIC PLANNING, and the base of human resource planning, is knowing assumptions which decisions are made in them. Expected goals will achieve if predict and judgments are suitable. And also strategic approach discussion is in human resource planning and human resource STRATEGIC PLANNING methodology. Because these factors are that aspect of organization STRATEGIC PLANNING Which instead of paying attention to financial resources or other resources, pay attention to human resource. And analysis of strengths, weaknesses, opportunities, and threats caries out in according to effective internal and external factors on organizations activities. Thus, the review of patterns and different models of human resource STRATEGIC PLANNING and the optimal use of them in organizations and enterprises would be useful for HUMAN RESOURCE DEVELOPMENT and planning.
