Abstract

Pattern of preemptive war, first showed its power in the quick victory at war against Iraq, but over time, it proved it is not able to maintain stability and security after the invasion to these countries. The main question of the authors is that what are the consequences of implementing this strategy in Iraq for the United States that forced this country to adopt a new strategy to thwart effects And the next question is; what characteristics does the new strategy have. Also, the hypothesis of the article is that the negative results of extensive AMERICAn presence in Iraq have caused the country to replace the strategy of "preemptive war" with "counterinsurgency operations". The main goal of the authors is to analyze the causes and way of implementing US strategy of preemptive war in Iraq and its results and then to introduce and examine the model of preemptive war and finally, come to a conclusion. The research method that is used in this article is a systematic analysis relied on a theoretical basis with both breadth and depth prospective approach.
