Abstract

 Human resources without knowledge and skill are not able to perform organizational tasks. Provision for playing role or job need time and specialized EDUCATION. So, to increasing quality of these courses, identifying deficiencies are important.This study aimed to identify and prioritize the deficiencies of staff training in Tehran Tax Office in 2015. This research is a descriptive research. In this study, two types of questionnaires are utilized to identify deficiencies and analytic hierarchical process (AHP) was used to prioritize them. For this purpose, the opinions of 12 experts in staff EDUCATION had used.The results show that the greatest DEFICIENCY is in the IMPLEMENTATION of EDUCATION courses. The DEFICIENCY of the need ASSESSMENT stage, inadequate attention to the views of employees and managers about EDUCATION needs related to their jobs with the importance to 0.423 weight is a high priority. The DEFICIENCY of the PLANNING stage, insufficient commitment to EDUCATION of human resources in an organization that is a high priority with 0.432 weight. In the IMPLEMENTATION phase deficiencies, poor fit between EDUCATION methods and learning objectives with 0.242 weight is very important. In EVALUATION of EDUCATIONal programs, the uncertainty of the outcomes of EDUCATION staff due to lack of proper EDUCATION EVALUATION with 0.465 weight is important.
