Abstract

In modern world, research, development and innovation are considered as the improvement of economical function and social welfare key. If governments tend to benefit from above approach, besides applying proper and tested strategy, they must also eliminate the existing restrictions in allocation of resources to conductor Factors in innovation process. In this field, the present paper introduced the different forms of governments supporting from RESEARCH AND DEVELOPMENT and ranked the supporting methods from RESEARCH AND DEVELOPMENT in 25 industrial and newly industrialized countries by analyzing and evaluation of results and effects from above supportings on RESEARCH AND DEVELOPMENT index.Also, it indicates the most effect of RESEARCH AND DEVELOPMENT supporting policies on R & D index in analyzing process.
