Abstract

Having a municipal services means, having the citizen's rights, regardless of race, gender, location, and so on while having the privileges of facilities in the city. The ranking of urban districts as far as tourism services are considered, is a criterion to determine the required infrastructure and to adjust the inequality between municipalities. In this regard, prioritizing urban areas which could be an effective framework for distributing services to the users of the tourism industry seems essential. Given the importance of tourism industry and the potential for tourism in Tabriz, to determine the extent of proper planning in various districts of this city in order to provide the citizens with better services and attract tourists seems necessary. For this purpose, using tourism elements in providing urban services was analyzed. The research method was descriptive-comparative and its type is an applied one. The data gathering method is a field-documentary one. Initially, the dispersion of elements in ten districts of the city was evaluated using the Kernel Density Method. Then for ranking the elements based on their importance they were weighed and ranked using the AHP model. In the next step, using the TOPSIS Model the researchers determined the extent to which the districts benefited from the urban tourism services based on the importance of the factors. On the basis of the results of the study, the district 8 with 0. 836523 and the district 7 with 0. 065989 ranked first and last respectively as far as the level of benefiting from urban tourism services was concerned.
