Abstract

City in 20th century is knowing as one of the greatest achievement in culture and civilization, and widespread phenomenon. In spite of passing two decays of planning and processing about urban complexes, government are failed to reaching a appropriate plan for urban complexes. The important reason of this failure is not considering about researches and power structure and government. The goal of this paper is comparative urban management in TEHRAN and LONDON and empower the mangers therefore UNIQUE URBAN MANAGEMENT and knowing the weak points of urban management. This paper is picked up of comparative analysis of quality analysis. research method is analytical descriptive information are picked up from library and documents. As a result, this paper is considered applicable paper. The biggest problems of TEHRAN municipality are internal in consisting municipality many of urban services such as piping for parks are done whit no harmony to technical and traffic department and this cases lots of costs and human resources are getting busy more than one time. Totally we can say to prevent above problems we need to entrust suitable empowers to urban management.
