Abstract

The purpose of this research is to survey as well as present a model for the implementation of environmental policy-making in Iran through using the Grounded Theory which also has been carried out based on the mixed (qualitative and quantitative methods) method. For the qualitative research method, an in-depth interviews were carried out from 22 environmental experienced experts, elites and the officials through using a grounded theory. According to the results of data analysis based on three stages of coding, only 26 subcategories, out of 135 total were investigated which have conceptual relationships with each other. For axial coding phase, only 11 subcategories, out of total were evaluated. But at the selective coding stage, a core category of a grounded theory which is described as “ a successful implementation of environmental policy-making” is developed through institutional coordination which aims the development of environmental knowledge that itself leads to the promotion of an environmental culture within a framework of a green management strategy besides its effective laws that it can cover all other concepts. According to the quantitative research method that a model validation has been performed, results of the structural equation modeling show that all of the qualitative components surveys have a direct and significant impact on the successful implementation of the Iranian environmental policy-making.
