For data collection, were interviewed four groups with experience of Food safety policy-making in the field of standard, health, environment and agriculture that they were selected with snowball sampling. According to questions of Majchrzak method in format of SWOT protocol semi-structured interviewed. Due to analyze of collected data, was used MAXQDA2007 and Excel2010. In the process of analysis of Food safety policy-making, we used internal factor evaluation matrix (IFE[1]), External factor evaluation matrix (EFE[2]), Internal-External matrix (IE[3]) and Quantitative strategic planning matrix (QSPM[4]). The findings show that the Food safety policy-making doesn't have a suitable place. For its improvement, it should prefer the strategies of defending group (Weakness& Threat-WT) based on the decrease of weak points and the avoid of threats. They are as follows: 1. Increasing the synergy of Food safety management. 2. Solving environmental problems and crises. 3. Strengthening and requiring implementation of strategic plans. [1].
