Abstract

This study aims to evaluate the performance of COUNCILS from the perspective of citizens, and to determine the SUCCESS or failure in achieving the objectives and programs using the theories of SOCIAL CAPITAL and SOCIAL CLASS. The methodology of study is quantitative and place in applied research field and a questionnaire is used to collect data. The statistical population consists of citizens of District 19 and a sample of 385 individuals is calculated using Cochran’s formula and sampling cluster method is used. The result of comparing the factors affecting the SUCCESS of COUNCILS in statistical tests indicates the role of SOCIAL CAPITAL as the greatest factor impacting the SUCCESS of COUNCILS. Social trust, social cohesion, social participation and ultimately SOCIAL CLASS have been respectively effective in the SUCCESS of COUNCILS. Therefore, the most effective factor is SOCIAL CAPITAL and the least effective factor is SOCIAL CLASS social in the SUCCESS or failure of COUNCILS. Comparing the result of factors such as SOCIAL CLASS and SOCIAL CAPITAL show they influence each other and also the SUCCESS rate of COUNCILS both is seen low from the perspective of citizens.
