Abstract

DEVELOPMENT is the locomotion engine of societies. The expansion of informational and communicational technologies has caused the informational society to emerge and therefore the necessity of DEVELOPMENT is still palpable. This article explores the universal status of communicational inequalities and INFORMATIONAL GAP and tries to count these inequalities such as sexual, lingual, contextual and knowledge gap and introduces the KNOWLEDGE-BASED SOCIETY pattern as the developed pattern of informational society and declares it as an answer to those inequalities and the issue of DEVELOPMENT right. The KNOWLEDGE-BASED SOCIETY pattern entails knowledge classification, leaning on a mixture of academic and lifelong education, the particular importance of learning society, knowledge DEVELOPMENT, and the necessity of knowledge management, governmental and political investment.
