Abstract

By increasing the trend of unbalanced URBANIZATION in developing countries, the CITIZENSHIP, as one of the basic strategic prolusions of SOCIAL DEVELOPMENT, has become significance particularly. NEW TOWNs are important factors in reducing the social and demographic cleavages between metropolitan and rural areas by the moderating and modulating of the social stratifications. In countries with diverse social and economic characteristics, these cities can be affected to rural and urban economic integration and national economy transition by increasing access to services and non-agricultural Job opportunities. This article wants to answer to the question that how the URBANIZATION can conduce to CITIZENSHIP rights and duties formation in NEW TOWN by qualitative descriptive-analytic method and by using the documentary, interviews and field observations techniques. It seems that, in spite of the quantitative development URBANIZATION in NEW TOWN, the CITIZENSHIP phenomenon is understood in CITIZENSHIP rights for inhabitants and not internalized in duties. In other words, the main aspects of citizens' rights, including economic, political, social, cultural, ethnic and gender CITIZENSHIP, have been realized partially and the result is a Urbanized person that doesn’t know the norms and rules of him/her society correctly and cannot adopt him/her social behavior with them.
