Abstract

 The purpose of this article is to describe and examine the position of ISLAMIC DIGITAL CONTENT in the policies of FAVA, (Information and communication technology) in Iran during 1381-1386. To analyze the policies, the process policy-making model has been used. One of the objectives in the economic, social and cultural development program of the Islamic Republic of Iran is the advancement of the use and practice of information and communication technology in different sections of the society. To this end, after the proclamation of the government’s “macro-policies in the field of computer-based information networks” in 1380, the related technology advancement was added to the agenda. In 1381, the reform program implementation guidelines, as one of the seven major administrative development plans, together with relevant regulations called TEKFA (information and communication technology advancement and use) were ratified and presented by the government and came into force in 1383. In 1385, TESMA (Producing and organizing electronic content in Iran), and in 1389, TEKFA 3 were presented. Evaluating and analyzing the information and communication content policies in recent years by adopting a scientific macro-model is of great significance due to its impact on the future of culture and communication as a national asset. The survey of these policies according to the six questions of the PROCESS MODEL lead to the following results: development in information and communication technology requires both a suitable infrastructure and content. In the Islamic Republic of Iran’s information and communication development program, emphasis has been put on the infrastructure, while neglecting the necessity of a local and Islamic view of the content. The article, therefore, provides an overview of the ISLAMIC DIGITAL CONTENT in information and communication technology programs running in the years 1381-1386, based on the proposed model.
