Abstract

It's necessary for achieving economic outlook (as mentioned in IRI VISION 1404) to establish essential infrastructures. One of these important infrastructures, in order to achieve economic growth and development, is DOING BUSINESS which has received a lot intention in recent years. In this paper, by using annual data-of DOING BUSINESS Reports of an Institute affiliated to the World Bank-and by using GOAL PROGRAMMING Technique, we have initially drawn ideal point of DOING BUSINESS in the region looking for IRI VISION 1404 and have determined the gaps between present situation and ideal situation within all sub-indices. Then, by using ENTROPY Technique and based on the importance of each indices of DOING BUSINESS in the region, we have prioritized the indices to be facing to a senior operators of the country as an Action Plan, and to take long step toward the conquest of the region's economic summit by improving DOING BUSINESS indices in order to achieve the objectives contained in the IRI VISION 1404.
