Abstract

 considering the increased competition among container terminals, the best option to attract SHIPping lines is to improve the operational capacity and make optimum use of the existing facilities aiming at reducing costs and time of cargo loading and unloading. Accordingly, the cargo owners’ satisfaction and confidence is not achieved unless they are provided with an acceptable service level based on predetermined patterns and believe that there is a controlled system in the PORT. A PORT or a terminal is exactly similar to a trade-industry unit and, like all goods/service production centers, it is necessary to determine what is to be done to satisfy the customers’ needs; therefore, we need to measure our performance level and assess the correctness of the related processesin proportion to the customers’ expectations.In evaluating the loading/unloading performance of a PORT, it is important to know to what extent the resources, especially BERTHs, are utilized. This research is about Amirabad PORT which has 9 BERTHs, and its results show that in 2014 the BERTH occupancy for 1187 SHIPs has been 57 hours per BERTH, the loading and unloading average tonnage has been 104 tons/hr, and the average time efficiency has been 50% which means SHIPs in BERTHs have been idle for about half of their time without PRODUCTIVITY. It was also revealed that 75% of the unloading has been related to grain cargo and 90% of the loading has been related to construction materials; the most important reason for frequent discontinuation of operations has beenthe owners’ unpreparedness.
