Abstract

The PORTs' existential philosophy can be defined within cargo handling operation and it reaches to its maximum development through speedy and high quality cargo handling operations. In addition to the continuous quality increase, the optimum use of time is of high imPORTance and the effort to eliminate the confounding factors is highly effective. The purpose of the present research is to investigate the performance of Iranian northern PORTs in handling the cargo of visiting VESSELs to identify the delay causes of cargo handling operations. ABC METHOD is applied for prioritization and categorization in three levels, based on which PORT manager can make the right decisions regarding planning and optimum resource allocation based on categorization of delay causes. So, the right decision helps in elimination or reduction of operation delays which consequently decreases berth occupancy time and increases cargo handling norm as much as possible. In this research, the causes of VESSELs operation delays are identified and categorized in three PORTs of Amir Abad, Nowshahr, and Anzali from 1999 to 2014. Also, the performance of each of the three PORTs is specifically investigated in 2014. In both investigations, valuable results are achieved; for instance, during the last 16 years, Anzali PORT has the highest delay and delay cause frequency. In the other words, this PORT has 144452 hours operation delay related to 98521 delay causes which the investigation of the acceptable limit of delay cause happening must be considered by the PORT manager.
