Abstract

In today's world due to factors such as increasing national and international competition, rapid technological change, increased innovation and creativity, effectiveness, efficiency, and create new businesses and so effective, has caused governments to ENTREPRENEURSHIP have. In this regard, HIGHER EDUCATION, ENTREPRENEURSHIP concepts through the development of entrepreneurial role is responsible. Looking at the history of industrial development theories, we find that most of these theories have emphasized the development of knowledge-based and innovation leader without being in the forefront of science and innovation, the rapid pace of industrial development in any country will not succeed It is natural that represents what we can to reach that purpose universities and ENTREPRENEURSHIP and research centers in this article attempts to give the role the government in the establishment of this relationship and the reform also appointed. The paper based its conclusions and recommendations in order to make certain "entrepreneurial culture" and how to enhance knowledge in the development of academic ENTREPRENEURSHIP and industrial development has been presented.
