Abstract

In Iran to improve and strengthen the country's administrative system, the management of the civil service as the most comprehensive and the most important legal instrument adopted by the administration. It aims to transform the bureaucracy and resolve administrative difficulties with regard to cultural concepts and national considerations and the use of modern management theory. In this study proper IMPLEMENTATION of THE CIVIL SERVICE LAW and the sovereignty policy in three areas: recruitment, retention and training will be examined. To achieve the best output management needs of legal services identify the best procedure in each of these areas and the development of good GOVERNANCE in the IMPLEMENTATION of the policy. This means that any part of recruitment, maintenance and training by which the spheres of GOVERNMENT, private sector and civil society must be implemented. In this research study utilizes fuzzy logic modeling, three-dimensional model is presented to determine the most appropriate type of GOVERNANCE in the three domains (recruitment, maintenance and training) policy has paid civil service law.
