Abstract

When the City Islamic councils started their work in 1998, issues such as people's participation in the city affairs and resolving different problems in the cities were among the most important ones to be dealt with. People complained about the old and inefficient rules and administrative regulations in the municipalities. They demanded reform and the reconstruction of the underlying principles in the management system. Unfortunately, some, if not all, of these rules and regulations continued to be used in the urban management system. This led to people's great dissatisfaction and as a result disagreement among the municipalities, the people, and the city council.This article, first, aims to discuss comprehensively the problems and issues in the city management at both national as well as local levels. Second, it deals with a plan for reconstructing the municipality structure, including rules, tasks, service delivery, etc.It finally presents a new paradigm for the improvement of the urban management system for the long, middle, and short - term projects and activities.
