Abstract

Due to the rapid changes and uncertainty resulting from the necessity of strategic planning and future studies to deal with possible changes in the future will be more and more evident. The theoretical framework of this research, normative paradigm and planning approach is faithful to the upstream documents. The present study is the time horizon of the year 1404.
