Abstract

The emergence of Rezakhan in Iran's military_political contexts had changed the situation of the tribal system and also the England policy regarding the tribes and central power, such that the previous policy of supporting decentralization and local Khans turned into convergence with a new policy of centralization and integration of political power. At first Rezakhan show himself as a competent person to govern the country and to protect national benefits and be loyal to the constitution by providing order and security and attract the important person trusts. In order to achieve the political stability with England support, he made efforts for integration and decentralization. His opponents from Khavanins and the leaders of tribes (Arab, Lorish, Bakhtiari)organized themselves in a tribal committee called Saadat rise and opposed him, but they failed. The present research objective is to determine the causes of the formation of Saadat rise committee in western _sought parts of Iran concurrent with Rezakhan strengthening and the divergent policy of England against it. A policy which support Rezakhan to repress Saadat rise committee. This research has been conducted in a descriptive _analytical method using historical information. Findings show that Rezakhan policy of decentralization and integration and the support from England to create a unified power in Iran to meet the objectives of that government under the new conditions caused by Saadat rise failed due to the split of members, lack of the internal consistency, lack of support from different groups of society and Rezakhan 's military power.
