Abstract

Introduction: Education generally has been viewed as a main factor in development and growth of law enforcement agencies. In order to pass through traditional and current low effective education and providing professional and up-to-date training, it is necessary to design a comprehensive model for continuous quality development of the education. This research will provide a comprehensive pattern for inter system educations by assessing some factors like in-service education, professional police forces, NAJA's employment law, upper documents, the IRI Constitution and the 20-years perspective document of Iran. Method: The research has used a mixed or combined method. The method of data collection was based on library documents and resources. Data gathering tool was questionnaire and interviewing. The statistical population was the staff. In order to qualify the research by using the opinions of the experts of the political and conservative organization, specialized police, independent command and support staff, the statistical saturation method has been selected in a cross-section of several provinces. By the Cronbach Alpha formulation 375 people have been selected. In order to determine the effective factors in the professional police of Iran, in two stages, a pre-test questionnaire was set up by the elite, commanders, faculty members in the field of police education and training. In the pre-test to access the validity of the tool, questionnaires have been distributed among 20 experts and managers in two stages and their information have been analyzed by using the t-test using SPSS software. As a result, the main questionnaire (after the approval of the supervisor and professors of the counselor) was completed and distributed to the community. Findings: Findings have shown that all of different dimensions of the comprehensive model of in-service educational systems of police based on NAJA Recruitment Law have appropriate and operative factors. Also, outputs of Smart-PLS algorithm have revealed that compound validity of measuring the hidden variables of research and goodness of fit (GOF) index of this model have acceptable value. Conclusion: Due to the interviews have been done and the provided pattern based on experts point of views and goodness of fit index, we can use this model for in service educational programs.
