Abstract

Leading organizations in today’ s turbulent world have realized the importance of paying attention to human resources more than ever before. In recent years, with the advent of the concept of “ human capital” and the shift from narrow-minded perspectives, organizations have become increasingly value-oriented and expect their employees to perform a set of specific behaviors that demonstrate their commitment to those values. As an organization with a wide range of missions and responsibilities in all countries, the police is a human-centered organization whose employees have an important role in doing their missions properly, and accordingly, it can be argued that police officers are, in a real sense, the capital of the organization, and that the organization must work hard to preserve and promote its human capital. In any government, the police and its staff must have the necessary “ competencies and capabilities” to serve the people in order to maintain the security and safety of individuals and society, but in the Islamic system, the competencies of police officers must be in accordance with religious teachings; therefore, the purpose of this study was to determine the merits of the Islamic police based on the views and expectations of the Supreme Leader of the Islamic Revolution and the late Imam Khomeini as the great founder of the Islamic Republic. In the present study, the grounded theory or fundamental conceptualization theory was used in order to collect data and determine the dimensions and components of the Islamic police competencies.
