Abstract

CULTURE is a complex issue which has a critical role in social, political and economic stability and dynamism. Considering the critical role of CULTURE, it provides the political leaders a series of opportunities and threats. Therefore, the role of educational institutes’ development especially HIGHER EDUCATION toward CULTURE is critical. This research tries to resolve the role of HIGHER EDUCATION institutes’ development toward CULTURE and CULTURAL INVASION. The research method is predicative with a qualitative approach in the philosophy of education. In order to resolve the role of HIGHER EDUCATION institutes’ development toward CULTURAL INVASION, the concept of CULTURE and CULTURAL INVASION is expressed first and then the role of HIGHER EDUCATION institutes’ development is being analyzed. The results show a threefold strategy; recognizing goals, means and modes of cultural infiltration, conducting strategic cultural plans, criticism and expanding cultural elements.
