Abstract

Background and objective: Territorial planning of higher medical education is a policy adopted by the Ministry of Health and Medical Education based on upstream documents. The purpose of this study is to investigate and explain the success rate of implementation of the document of Territorial planning of higher medical education in all 10 macro regions of the country. Methods and Materials: This article was a qualitative-quantitative study in the year 2018-2019. At first stage done the quantitative phase (questionnaire) and then the qualitative phase (semi-structured interview). Qualitative content analysis was performed using the conventional content analysis approach and Nvivo software. Results: In the quantitative phase of the study, 30 questionnaires were completed. The lowest average was in the area of decentralization and prevention of overlap, and the highest was in the area of repetition. In the second phase, qualitative data analysis resulted in the extraction of 256 initial codes. Reviewing multiple times and merging the codes based on similarity over multiple stages ultimately distinguished 109 content for evaluating the status quo and expressing practical solutions. Conclusion: This document is a decree for development. Balanced distribution and development of higher education in the country. It offers good opportunities for universities to get out of the recession and there are challenges, however, including lack of funding and delegating authority to large areas. On the other hand, in the field of higher education, it is advisable to have a population-centered and justice-oriented approach in the field of higher education, to consider the extent, boundaries, regional capabilities and advantages of the population. finally, according to their evaluation.
