The Approach to the Quality of Life of Border Settlements in Iran's Five-Year Development Plans

Abstract

 Border areas, especially in Iran, enjoy a unique importance. Considering the Quality of life of regions and border settlements is an important strategy in developing boundaries as well as Integrated land development. The fundamental step to improve the Quality of life in the Border areas is an approach that the country's policy planning and design has been prepared in the content of development documents. Therefore, in Iran, five-year Development plans are important as the strategic development documents of the country, which was attempted to analyze the content of five-year development programs in terms of addressing the Quality of life in Border areas and changes in the approach during six periods of development of Iran. The present study is of an applied research type in terms of its objectives. Data were collected by studying documentation. Data analysis in the framework of qualitative content analysis has been carried out with inductive approach. MAXQDA software was used to analyze the content of six development documents. The results showed that planning to develop the dimensions of the Quality of life of the Border areas has not been uniformly integrated, and there is a large difference between the degrees of Quality of life. Also, in Iran's five-year development programs, diversity and day-to-date programs have serious shortcomings in terms of addressing the Quality of life of the Border areas. In other words, its programs and actions do not have the attractiveness necessary for improving and significant improvements in the Quality of life of the border residents. In general, it is concluded that for planners and policymakers, the Quality of life in border spaces has not been a priority issue. Thus, it can be said that one of the roots of the current challenges of the Border areas is the approach of the policy and planning system and until the continuation of this inequality in policy making the situation will not change.
