Designing a model for implementing the policies of the Ministry of Education using interpretive structural modeling

Abstract

 The aim of this study was to design a model for implementing the policies of the Ministry of Education using Interpretive Structural Modeling. This research is a mixed method, based on qualitative and quantitative research and inductive deductive research. The statistical population of the study is the experts of the Ministry of Education who were selected as sample members using purposive sampling method based on the principle of theoretical adequacy. Data collection tools were in the qualitative part of the interview and in the quantitative part of the questionnaire, whose validity and reliability were confirmed using the CVR index and Kappa Cohen test and content validity and reliability of the retest, respectively. Research data were analyzed using Interpretive Structural Modeling. The results of the research include identifying the factors affecting the implementation of the policies of the Ministry of Education and developing a research model. The most important of these include the formulation of Stable policies and time; formulation of incentive policies and dedication to interest-oriented partnerships; sensing of continuous resources; competence of resources and practical participation of all specialized and public sectors.
