Abstract

Start-up and innovative businesses are among the most important businesses for job creation and wealth creation for countries. For the development of start-up and innovative businesses, there is a need for an Ecosystematic and effective system tailored to the nature and needs of society, national development plans, and the planning and creation of businesses. The aim of this study was to provide a model with a qualitative meta-combination approach in the framework of multi-purpose research questions. Due to the use of meta-combination method, in this research, articles and reports of reputable consulting firms have been reviewed. The results show that the system model of creating new and innovative businesses includes ten key elements of the start-up and innovative business team, policy and legislation, financial resources, market and competitors, ideas, macro variables, tangible and intangible platforms, and deployment. Corporations become the culture of entrepreneurship and talent management. Dimensions and indicators related to each of the key elements are presented in the research findings.
