Abstract

The government failure on privatization during the first and the second economic-social and cultural development plans caused the researchers to review and evaluate the performance of agencies responsible for implementing the government privatization policies. Some of the factors which may be responsible for the lack of success are as follows: Improper utilization of investment market, inadequate rules and regulations, lack of revision on tax laws, shortcomings on banking performances, lack of security for investment, and unusual expectation of private sector from the government"s performance during the last twelve years. Moreover, some of the conceptual, administrative, economical and physical barriers on the way of implementing privatization policy have been discussed in this paper.
