The impact of characteristics of the UPR in responding countries to human rights issues

Abstract

 The Human rights Council with new mechanisms to enhance respect for Human rights within the Council was formed. One of these mechanisms is UPR that stand for “ Universal Periodic Review” . Actually, this mechanism investigates the countries’ human right circumstance in a period of 4-4. 5 years. The aforementioned mechanism is an incentive and stewardship framework that based on interaction and cooperation of countries, which Its aim is strengthen respect for Human rights around the world. This research applies the descriptive – analytical approach to explain the impact of the UPR mechanism to strengthen Human rights issue in the Governments. Research question: What is the impact of UPR mechanism on GovernmentsHuman rights issues? It is hypothesis that the Universal Periodic Review (UPR) mechanism is caused to increase the respect for Human rights by the Governments. The results show that the unique Characteristics of the Universal Periodic Review (which can not find them in others mechanisms of the United Nations) such as attracting cooperation among Governments and NGOs being incentive-based, comprehensive investigations and recommendations of different dimensions of Human rights issues, Promoting international cooperation, Equality of states to investigate Human rights and Assessment of Human rights-based collaboration and interaction, should respond Governments about Human rights issues.
