Abstract

 The purpose of this study is Strategic Planning of skill courses for students and university graduates with a case study in the field of technical and vocational education in Semnan city based on a comprehensive strategy formulation framework using SWOT Analysis model and decision making based on QSPM model. It is. The present study is applied in terms of purpose and descriptive-analytical in terms of method. In this study, information was collected through a questionnaire from 24 people as experts. After the meetings and benefiting from the help and opinion of experts, the necessary answers were prepared and included in the strategic statements of the organization. Strategic using SWOT matrix analysis method, strengths and weaknesses (within the organization) and opportunities and threats (outside the organization) were evaluated, then ranked in terms of importance and priority, and finally with the QSPM method, the best strategies were introduced. Turned. The results showed that three organizational strategies, including the strategy of reviewing skills training standards to improve applied skills training and the strategy of partnering with universities and educational institutions in implementing skills courses to satisfy vocational training providers and increase the level of skills in Society and the shift of universities towards skill-based education with the aim of producing science and technology through basic, applied and developmental research is important.
