CREATIVITY IS A PROCESS THAT, THROUGH EXPLORATION AND COMBINING RESOURCES, IDEAS OF "NEW AND USEFUL" IS CREATED AND INNOVATION SUCCESSFUL APPLICATION OF NEW AND USEFUL IDEAS GENERATED IN THE FORM OF NEW PRODUCTS, NEW SERVICES AND NEW MARKETS. THE INTERESTING POINT IS THAT THE MERE EXISTENCE OF CREATIVITY AND INNOVATION WILL NOT LEAD TO THE DEVELOPMENT OF ENTREPRENEURSHIP AND MANAGERIAL SKILLS, UNLESS IT IS COMBINED WITH THE CAPABILITIES AND FUNCTIONS. EMPOWERMENT BY THE CHANGE IN KNOWLEDGE, ATTITUDES, EMOTIONS, VALUES, AND CHANGES IN THE ACTIVITIES AND SKILLS WILL LEAD TO DEVELOPMENT. THE PURPOSE THIS STUDY, BY THE NATURE OF THE QUALITATIVE-QUANTITATIVE, IS ANALYSIS OF STRUCTURAL AFFECTING EMPOWERMENT AGRICULTURAL ENTREPRENEURS IN THE CITY OF KERMANSHAH. DATA COLLECTION WAS PERFORMED USING RAPID RURAL APPRAISAL. EFFECTIVE STRUCTURES BASED ON SWOT ANALYSIS AND ON THE BASIS THOSE IS PREPARE A QUESTIONNAIRE TO DETERMINE THE VALIDITY OF THE VIEWS OF EXPERTS IN ENTREPRENEURSHIP AND FINALLY BASED ON THE RESULTS IN ORDER TO SEIZE THE OPPORTUNITIES, STRENGTHS BY STRENGTHENING THE APPROPRIATE OVERCOME WEAKNESSES, AS WELL AS REINFORCE THE STRENGTHS AND WEAKNESSES IN ORDER TO ELIMINATE THE THREAT PRESENTED STRATEGIES.
