One of the most common ways of maintaining societal security in the third world communities is the use of forcible factors. Security, however, is easy to maintain in such a way but this is not a permanent one.Security is stabilized just by institutionalizing it in society and boosting the sense of public participation and responsibility.In this article, writer discusses some issues such as public participation barriers, participation typology, interpretation of conceptual contex of societal security and so on.lt is, indeed, stated that societal security is a social product which has a close relationship with public participation and interaction. In fact, social interaction of people with police in security affairs has a lot of covert and overt functions, such as social cohesion and order and, affective relationship of police and people.

Two patterns are being utilized in the process of decision-making in Iran police management organization for selecting and assigning personnels: abstract and concrete. The use of concrete or mathematical pattern avoides the interference of emotions in the process of selecting and assigning personnels. In this pattern, information on the candidates of the vacant jobs is gathered and put into the mathematical model and the output is the standard for making decision.The present paper is to examine the multi-criteria assignment from the point of view of goal programming in Iran police management succession planning decision-making The results show that such model can be the cornerstone in the process of selection and assignment in Iran police.

This paper aims at clarifying the need to benefit from personnel in jobs compatible with their types of personality and mental and physical skills to promote their efficiencies. Negative organizational consequences of neglect in this area which can affect personnel's performance is also enumerated. No doubt, practical efforts should be made in this respect to pave the ground for the growth of lively and motivated personnel in the organization.

Mitigation of punishment and alterante punishment are among the institutes of criminal law available in different countries' penal code systems.These two institutes emerged and gained support from legislators and judicial authorities after the advancements of criminology and the needs felt. Such institutes are at work in the armed forces crime act system too.This paper elaborates on the theoretical disciplines of mitigatiion of punishment and alternate punishment, gives a short history of the functions of them in Iran's Islamic penal code and performs an analysis to present certain comments to erradicate the defects in the system.

Undoubtedly, security is an unsubstitutable blessing and the most important need of every society. Security, like oxygen, is a vital element for human being's survival and societies are ready to spend high expenses to obtain it.In this article, The writer discusses some issues such as Qoran, Imam Ali (P.b.u.h), and supreme leader of the Islamic revolution viewpoints about security. It is stated that faithful moslems beg Allah security. Security is one of prerequisits of a healthy society and ethical political substractures of society is made upon it. security is of the great concerns of every society and police, as the organization responsible for obtaining it, have an indispensable role which shoud be carefully considered.

The present paper attempts to explore the personality features of I.R.I Police University commanders and the relationship between such features and the commander's efficiencies.126 of the commanders were subjected to NED(a Personality test) using T-Test. The results demonstrated that the commanders were high in extroversion, pleasantness, flexibility, and conscience and low in neurosism. Hypothesis testing also showed that there is a significant difference between the commanders with high anual performance and those with low ones in such subfeatures as anxiety, kindness, and discipline.

The development of technology and expansion of scope of information have lead to the appearance of complex human interactions. Police organizations are to change to reach their ends. Strategic management is responsible for directing the organization to the change and transformation as well as encouraging the personnels cooperation to that. The present paper tries to elaborate on the functions of strategic management and the mechanisms utilized by the strategi manager to fulfill police missions.
