The construction of new facilities, especially health care facilities, is an important issue in all countries. In depth study is needed to construct new hospitals in any region, since it must assess the best places in terms of spatial, temporal, environmental, social and economic characteristics. So in this study, after preparing the required layers of information (including the distance to arterial roads, distance to faults, population density, pollution and travel time) in GIS, the weight of each layers are determined by AHP methodology that is constructed by expert opinion. Base on the selected criteria, the estimated weights, and the results of PSO algorithm for the construction of a hospital, 30 desirable sites are specified. The final step in the choosing of optimal location is the implementation of PROMETHEE method for the 30 proposed sites. The proposed combination procedure is designed and implemented in a case study. With the addition of a new hospital at the optimum site, the coverage of area index improved over about 5.7 percent that indicates the superiority of our proposed model.
