Today, employment and entrepreneurship are at the center of attention of the various governments of the world. The methodology of the research is based on the fundamental aim of collecting qualitative information-data theory of the foundation with a glycery approach. In order to achieve the research goal, 15 familiar experts with at least two areas of skills, entrepreneurship and media, using a targeted sampling method for in-depth interviews Qualitative data were analyzed using a set of open, selective, and write-coding codings. In order to ensure the quality of the findings, in addition to the research audit strategies, the process of extraction of concepts and codings by expert researchers and results was confirmed by four interviewees. The results showed that the main concern of interviewees was lack of skills in individuals, so gaining skills, with the main categories of financial resources, human resources, educational resources, training center, organization and family, were determined as the central issue of research and the move towards media entrepreneurship with three floors The main inputs, processes and outputs were chosen as the basis of the research-based social process, which, together with the consideration of the environmental factors in both of these categories, can address the interviewers over time.
