Relationship of philosophy with order and the manner of this relationship as stated by scholars has been the focus of this study so that a meta-analysis can be done. Longevity, reconciliation and identity of these two meanings and facts are so amazing that human’ s personal and social disorders in this big puzzle are very strange. This study mainly states that how can the human’ s social and personal disorders be solved? Who is in charge of this process? Finally, this important question is raised that at the atmosphere that everyone seeks dominance, who is responsible for the current situation? This study put emphasis on piety and order as a charter and emphasizes that the factor saying that “ piety means insight to receive the truth” cannot be understood by any scholar and philosopher except for special thinkers because the truth of piety is moral in nature and is based on souls. Souls mean divine self and supreme human self. Verses such as “ so fear Allah, O you of understanding who have believed … ” (Talaq, 65) and many other verses are proving this truth. Furthermore, today’ s world has defined dominance on nations not through technology but via changing thoughts and cultures with a resort to human sciences. As philosophy is the mother of all sciences, many philosophy-oriented universities and research centers have been established to influence souls and thoughts. Having combined the two elements of science philosophy and personal and social disorders, they are going to dominate material world.

Intelligence is a special cognitive, administrative and behavioral feature that has been described in a number of interdisciplinary fields. Despite much emphasis on the necessity of its expansion and reinforcement, short history of this feature especially in police department has led to its dimensions and angles to remain unknown. Therefore, this study was designed so that its dimensions and indices in Law Enforcement Force of the Islamic Republic of Iran (NAJA) are identified, its correlated factors are determined and strategies for creating and reinforcing intelligence in NAJA become accurate. Hence, two independent research methods were employed: first, survey research and second, surveying experts. The results of these two research and study methods using a variety of statistical tests such as variance and multivariate regression were analyzed. The outcome showed that an intelligent manager is determined by 10 great factors and several indexes. Each of these factors explains more than 60 percent of intelligence variance. Also, the results showed that 10 great factors play an important role in predicting and explaining intelligence. Finally, surveying experts showed that employing 16 macro strategies can create and strengthen intelligence and its correlated factors.

Context and purpose: some results of findings show that the rate of some violent crimes from personal disputes to raping and bullying are almost high. As such, the main question of this research is that what are the police’ s strategies to counter violent crimes? Methodology: The qualitative and exploratory data of this study were gathered according to the purpose, usage and analysis and based on SWOT model. Structured interview using questionnaire was employed to gather contextual data and information. The sample population consisted of 95 high-level directors at Law Enforcement Force of the Islamic Republic of Iran (NAJA) who were concerned with countering violent crimes in Tehran and 35 university teachers, elites and scholars related to this issue from outside NAJA who were chosen purposefully. The analysis was done using Chi-square and Friedman prioritization tests. Findings and conclusion: So far, society’ s achievements to prevent and counter violent crimes have not been very high. We need to use regulatory measures such as violent and dangerous criminals’ registration, public awareness, and electronic control and regulation technology. In addition, the culture of dialogue and anger control is weak among people and those should be reinforced. Alongside, employing restorative and mediation approaches for some violent crimes such as personal and collective disputes are necessary in order to prevent their intensification and repetition.

IRIB cooperation with NAJA over the last decades has had ups and downs. This has sometimes resulted in the downgrade of policing programs in the community media content consuming basket and has subsequently resulted in low success of these programs in law enforcement acculturation. The bilateral mission of IRIB and NAJA necessitates that the trend of cooperation between these two organizations be strategically planned and be the focus of the two organization’ s stewards. This study aimed at designing a strategic interaction pattern for IRIB and NAJA. The current study has strategic goals and was done using Delphi Method. Also, deep interviews and distributing questionnaires at three stages between two levels of IRIB’ s high level managers and NAJA’ s experts and high-level and middle-level managers and commanders were employed and environmental factors and 7 behavioral factors were taken into account. After ranking these factors, “ developing media cooperation agreement” between IRIB and NAJA, “ drawing up a common media strategic plan for organizational excellence” and “ assigning a budget line to produce media content in organizational structure and budgeting” were extracted as the most important and essential factors in developing interaction strategy between IRIB and NAJA.

A number of factors play a role in the new power geometry to create and produce power. However, these factors are either unknown or at least have not been sufficiently explained. Research problem: The findings of thiفs research study helps Law Enforcement Force of the Islamic Republic of Iran’ s (NAJA) commanders an strategists to observe the effects of their decisions and make necessary decisions on time so that NAJA’ s status can be maintained in the new power geometry and think of solutions before unpleasant accidents happen. Research importance: this study aimed at describing NAJA’ s role as an organization arisen from Islamic Revolution and as a value achievement of Islamic Revolution at the new national power geometry of I. R. of Iran. This study was implemented using case study method and in addition, to do systematic qualitative analyses, the researchers used scientific documents and proofs analysis with a contextual approach and content analysis method with both intensive and extensive approaches. For the purpose of this research study, the data were collected using both library and field study methods and also questionnaire and interviews were used for this purpose. The sample population consisted of military elites, university teachers and experts who had at least MA diploma and 10 years of service or teaching experience. 79 people participated in this study who all of them filled the questionnaire and only 22 of them were interviewed. Research results showed that regarding playing role at the national power dimensions, NAJA has been relatively successful in establishing security at the country’ s virtual space and has a good ability to play a role at the social-cultural dimension of national power and to establish social security in the country. However, NAJA’ s ability to play a role at the scientific-technological dimensions of national power and its regionalism and also its ability to play a role at the military dimension of national power and establishing economical security in the country are limited. Furthermore, NAJA has some weaknesses in playing a role at the political dimension of national power that are caused by the lack of professionalism in NAJA. Regarding equipping with the prerequisite knowledge, NAJA has the capacity to extend its needed knowledge and has access to this knowledge. Regarding NAJA’ s move toward community orientation that is almost its most important role in the national power geometry, it is facing a number of strengths and weaknesses. On one hand, people’ s cooperation with NAJA is relatively satisfactory and it has suitable interactions with other pillars of society, and on the other hand, it pays low attention to the causes and factors producing crimes. In addition, it is facing the challenge of people’ s low satisfaction of its performance, soft power and people’ s mistrust. Overall, these factors have caused that the realization of community-oriented goals in NAJA be on an average level.

Virtual space that has involved all aspects of human’ s life has influenced Iran’ s Islamic community as well. Therefore, taking into account the supreme leader’ s guidelines, Islamic community as one of several stages of realizing modern Islamic civilization is facing some damage from virtual space. However, the role of revolutionary institutions such as NAJA under its legal obligations and framework in making virtual space secure and useful has remained obscure. Therefore, we face the question that what is the NAJA’ s status to create and continue Islamic community under the framework of the supreme leader’ s intellectual system? It seems that NAJA can play an important role in forming and securing a community full of material development and spiritual progress by providing (social, economical and moral) security and public comfort and happiness. This article aimed at showing NAJA’ s actual and potential ability to establish a community of believers who pave the way for creating modern Islamic civilization. According to the current study, the realization of this goal happens only by describing and analyzing the supreme leader’ s statements and teachings. NAJA as an active actor and equipped with a different understanding of virtual space under the frameworks of revolutionary norms can achieve the status specified by the supreme leader.
