This essay examines the effective factors on development of creativity in elementary school students from the teachers head managers and education experts point of view in Gilan province. 500 individual, 350 teachers, 100 managers and 50 education experts were examined. Findings, show 9 effective factors in development of creativity: Training of creativity and contents, Culture and social relations, Teacher, Educational environment, Student perseverance, Friendly and humanistic relationships, Interestedness of students, Family and Learning methods. Finally almost 96 indicators have been recognized in development of creativity. Results of this research are in line with early research's findings.
