The andalysis of responses of the survey subjects on skills and comprences of reform managers of diffirent organization, dureint the period of the First Pive- Year Plan, is
presented in this article. The assessment is based on five clusters of goals, roles, communicartion, and managing up adopred from the study of Buchanan and Boddy
(1992). Possession of these skills and competences is comsidered necessary, although not sufficient, to manage the reform programs.
The overall results indicate that, the slills and competences of reform managers, as perceived by their subordinates, was below acceptable level (mean = 2.8).
Identification of significant relationship between reform program foctors and expertise of reform managers reveals that, low expertise of reform managers might be one of the
reasons of success of the reform program
