Abstract: 

پرسشنامه ای برای تعیین میزان توانایی و مهارت مدیران مسئول اصلاح اداری در تحقق اهداف برنامه اصلاح اداری - پیش بینی شده در برنامه اول توسعه اقتصادی اجتماعی جمهوری اسلامی ایران - میان افراد درگیر در امر اصلاح اداری ِ دستگاههای مختلف توزیع گردید. در این مقاله، ارزیابی آزمودنیهای این تحقیق از میزان توانایی و تخصص مدیران مسئول اصلاح اداری و همچنین تأثیر آن بر میزان موفقیت/ناکامی برنامه اصلاح اداری ارائه خواهد شد. ارزیابی، مبتنی بر پنج مجموعه وظایف است که از تحقیق بوچانان و بادی اقتباس شده است؛ یعنی: هدفگذاری، نقشها، ارتباطات، مذاکره، و رویارویی مستقیم مدیریت کلان. داشتن این مهارتها واجد اهمیت است. نتایج کلی حاکی از آن است که براساس برداشت زیردستان ِ مدیران تحت آزمون، توانایی و مهارت آنان کمتر از حد قابل قبول بوده است (میانگین= 2.8). وجود ارتباط معنادار میان عوامل برنامه اصلاح اداری و توانایی مدیران ِ اصلاح حکایت از آن دارد که یکی از دلایل موفقیت ِ کمتر از حد انتظار برنامه اصلاح اداری ممکن است توانایی و مهارت کم این مدیران باشد.

Abstract: 

Corruption is not a new problem. This phenomenon in the whole of ages was afflicted to societies, A general definition of corruption is the use of public office for private and personal gain. This includes different types of violations such as political, legal, financial and employmental corruption. In this research, the term of administrative corruption includes all types of illegitmate utilization from public position or public assets. The present research which is performed in Khorasan province public offices is trying to find and measure causes of appearance of corruption and methods for its control. The results of research indicated that economic situation, culture, organizational and personal characteristics, and quality of regulations are more important factors in appearance of corruption. Increase public sector salaries, efficient regulations, free press, awareness of people with regulation, efficient financial systems, reform of government structure, nonpolitization of administrative system and privatitization are more important elements to control the corruption

Abstract: 

The andalysis of responses of the survey subjects on skills and comprences of reform managers of diffirent organization, dureint the period of the First Pive- Year Plan, is presented in this article. The assessment is based on five clusters of goals, roles, communicartion, and managing up adopred from the study of Buchanan and Boddy (1992). Possession of these skills and competences is comsidered necessary, although not sufficient, to manage the reform programs. The overall results indicate that, the slills and competences of reform managers, as perceived by their subordinates, was below acceptable level (mean = 2.8). Identification of significant relationship between reform program foctors and expertise of reform managers reveals that, low expertise of reform managers might be one of the reasons of success of the reform program

Abstract: 

Information revolution has challenged traditional business logic, consequently companies and institutions are experimenting with a wide avray of strategic alternatives and organizational forms. The appropriateness of the current business model rooted in the industrial economy is questionable. Organization theorists have outlined many opinions in this regard, but their message is: the current models of strategy and structure are woefully inadequate to meet the imminent challenges of the information age. This article conceptualizes an architecture for virtual organizing based on field study findings. Some theorists propose incremental improvements to the current businesses. While some others develop a new logic of virtual organizing by placing IT at the center. The Powerful convergence of computers and communication technology and the emergence of the internet are enablers of this new business model. Real strategies for virtual organizing recognize three interdependent vectors: virtual encounter, virtual sourcing, and virtual expertise-supported by a power-ful, integrated IT platform. Each of the vectors in turn has three distinct stages. Stage one focuses on coordinating activities to create superior economic value. Stage three focuses on the interorganizational network to design and leverage interdependent communities for innovation and growth. The strategic logic for the new business model is rooted in the interdependence among the three vectors. It will be difficult-if not impossible-to craft an effective strategy and structure without harmony among the three vectors. While virtual organizing is a powerful concept, "virtual organization" is an unfortunate term. It connotes impossibilities such as a "hollow corporation" or a "broker". Virtual organizing as a concept focuses on the importance of knowledge and intellect in creating economic value.

Abstract: 

Production management and control of operations is an improtant and complex problem. This article proposes a two - level hierarchical method for tactical production planning and production scheduling in operational level. Based on the resultes of design stage, the medium - and short - term production planning problems are formulated. The objective of the production planning problems consists of mininizing the work - in - process and finished goods inventory for unfulfilled demand. The hierarchical approach is also tested on an industrial case and the results indicated that work - in process and finished goods increased in the throughout time by more than 27%.

Abstract: 

Decision-Making (DM) is one of the most important functions of a manager. Scientists have tried to find scientific methods in DM process for many years. On the other hand, designing as a combination of science and art, has three stages: preliminary, conceptual and detail design. Designers should make many decisios along these along these stages and select ofn between two or more alternatioves. Normally, a designer uses statistical data or his experiences to receive numeric and exact data in the first two stages. Because of many qualitative and quantive factors that make designing complicated, DM methods are used to make a nathematical model for selecting the best landing gear for an airplane, which is designed and manufactured by Iranian specialists. Airplane as a nonpareil innovtion of human being, has many different parameters to be considered in design and landing gear is an important part which makes airplane take off and land on the ground. The selection of appropriate landing gear between two or more alternatives has a big effect on the performance and operation of airplane and it makes DM sensitive. Analytic Hierarchy Process (AHP) , as a decision making method with a great flexibility in use, is an effective net hod to make a mathematical model for selection of landing gear for F-3 aircraft. AHP shows that, spring fix gear is the best choice between the following fifth alternatives, spring fix gear, telescopic fix geare, lever suspension gear, telescopic retractable gear, lever suspension retractable gear.

Abstract: 

in this paper the problem of the Adaptive Optimal Control of the Ghatran refinary was considered. At first, after Obtimallabor was determined. Than the optimal responses of the mathematical model were used as Training data for a neural network. Finally a neural - network was obtained through which by giving the sufficient quantity of each product as its input, the profit of the product is somehow deloverd as the output, so that the pount of the optimal iabor is still maintained with the new inputs. In this network some quantities are given as the input to the neual network, and in the output the quantity of ercommended feedings and profits will apopear. This system can be used as a refrence for managers. With the prices and the quantity of feeding recommended by the network, if the refinary profit is more than the state which is produced with average prices and feeding, the outputs of the network can be used. In the end, by using Statistical in proportion to labor under average conditions and it revealed that system has a considerable efficiency

Abstract: 

In the past decades numerous methodologies have been developed to solve flow shop problem. Since the problem is NP-hard there has been no method that can give optimal solution in a reasonable time, hence almost all solution methodologies have been based on heurisics. In recent years modern heurisic methodologies (metaheurisics), including genetic algorithm (GA), have been successfully applied to a broad class of combinatorial problems including flow shop problems. In this paper we propose a genetic algorithm to solve n job, m machine flow shop problms to minimize makespan (n/m/p/Cmax). Various parameters of the GA are developed to imporove the performance of the proposed algorithm in terms of both solution quality and computation time. Several test problems of different size are generated and solved using the algorithm. The performance of the algoritgm is compared with those of the best known algorithms. The results show signifcant improvement in terms of solution qualiy and CPU time
