Abstract

The recognition of CIVIL LIABILITY for natural and legal persons in natural disasters has gained new interests in the law of obligation and tort. This subject has many problems and challenges from the point of view of acceptance and proofs. In this paper, we classify NATURAL HAZARDS from the aspect of INSURABILITY and non-INSURABILITY, and then discuss the use of legal rules and principles in respect of preventions from these hazards.
