Abstract

Since a long time ago, the government has considered itself as the guardian of the people, and in the best circumstances has defined expanded roles and functions for itself to be in service of the nation. But this broadness of duties, by broadening the government, has been changing it to an obstacle in the process of society development. Since the late 80s, when the new paradigm of NEW PUBLIC MANAGEMENT emerged, the dialogue of PRIVATIZATION and reduction of government was posed; and in their new definition, social scientists limited the government's tasks to control and policy making.Given that more than ten percent of the GNP is allocated to product and service purchase by governments in different countries of the world, clarity and competitiveness of TENDERs will lead to both prevention of state corruption and empowerment of private sector. The recent TENDER law in Iran, has put forward new concepts which are inconsistent with the traditional public administration model. The complete conduction of this law, increasing control of interest groups on public trading and emphasizing on accountability, and responsibility of state towards private sector, will reduce the trading risk and consequently direct and indirect costs of state.
