Abstract

 Many factors make public sector distinct from private sector and cause us to differentiate in the nature of aforementioned sectors. These factors affect on the failure or the lower level of success of performance improvement projects implementing in public organizations to mimic the private sector. These differences are challenging one of the newest public management paradigms called new public management. New public management paradigm attempts to make the public sector much like the private sector. One of the most important differences between these two sectors is the multiplicity and conflict of demands of stakeholders in the public sector that make it difficult to manage these conflicting goals and needs. One of the key factors in success of public sector in organizations is the voluntary and conscious involvement of citizens in projects and processes of governmental sector. Support and participation of stakeholders, especially citizens, in performance management programs enhance the legitimacy of system as well as the success of this type of system programs. In order to highlight the concept of citizenship and citizens’ interference, a new paradigm named new public service has emerged. In the present paper this new paradigm is introduced.
